도시 오픈스페이스 계획 과정의 시민참여 정책 분석 - 서울, 인천, 광주, 대구 공원녹지기본계획을 중심으로

초록

오픈스페이스는 도시의 정체성을 드러내고 삶의 질을 높이는 대표적인 공공 공간이며, 지역 주민의 안전하고 쾌적한 삶을 위한 중요한 기반시설이다. 오픈스페이스 조성 과정은 주민을 포함한 이해관계자들 간 시민참여가 반드시 수반되어야 한다. 이러한 관점에서 오픈스페이스 조성 시 시민참여를 보장하는 법령을 정리하고 서울, 인천, 광주, 대구 공원녹지기본계획의 시민참여 정책을 분석하였다. 그 결과 모든 사례 도시의 기본 구상에 시민참여 개념이 탑재되어 있으나, 시민참여 관련 정책은 두 가지 한계를 갖는다. 첫째, 과정적 관점에서 현행 법령에서 보장하는 시민참여는 단조롭고 수동적인 방식이며 이벤트 중심의 단발성 사업에 그친다. 둘째, 내용적 관점에서 시민참여를 수행하기 위한 대상 계층, 단계별 소통 내용과 방식이 미비하여 실질적인 내용의 참여가 이루어지기 어렵다. 전반적으로 오픈스페이스 조성 관련 시민참여 제도와 정책이 개선되는 경향을 보이고 있으나, 향후 시민참여의 과정과 내용의 측면에서 구체적인 전략이 필요하다.

Urban open spaces are crucial public areas that ensure the safety and comfort of citizens. Effective creation and management of these spaces require consensus and cooperation among stakeholders, emphasizing procedural rationality. Open spaces are not just physical structures but cultural artifacts that reflect the desires and values of the citizens and require public participation. This study explores the institutional and policy frameworks for public participation in the creation of urban open spaces. It analyzes the institutional environment by examining relevant laws, executive orders, and initial studies on public participation in the Urban Comprehensive Planning and the Park and Green Space Master Plan. The study then analyzes the public participation policies in the Park and Green Space Master Plan of Seoul, Incheon, Gwangju, and Daegu. The basic plan of the park and green space in the four cities includes the concept of public participation. However, the public participation policies have two limitations. First, from a procedural standpoint, the public participation mandated by current laws is only a monotonous, one-time project. Second, from a content perspective, the communication materials directed at the target class and the step-by-step process for facilitating public participation are insufficient. Overall, while the policies for creating open spaces are improving, there is a pressing need for a comprehensive strategy to enhance both the process and content of citizen participation in the future.
